Most of the weight in a PDF comes from images, especially scans and photos. The normal mode finds those images and re-encodes them at a lower quality and size while leaving your text sharp and selectable. Balanced is a good starting point; use Light when image quality matters, Strong when size matters most.
If your file is mostly text and barely shrinks, it is already efficient. For a scan or a heavy presentation you can switch on the option that converts pages to images, which gives the smallest result but removes selectable text. After compressing, merge or split your files as needed.
